Mending the Filibuster

Bruce Bartlett proposes a change to the filibuster, which has crippled the Senate for years and years. Rather than getting rid of it, which would be an extremely thorny move (think tyranny of the majority), change it to make it harder for those who want to impose the filibuster to continue it. This shifts the burden away from those who want to end the filibuster to come up with the needed 60 votes for cloture.

I like this because it takes away tyranny of the minority, which has been the case with the Senate (and the California Assembly) for what seems like decades.
